Marketing agency cost depends less on a single price than on how the agency charges. In one 2023 survey of 135 agencies, the most common model was a monthly retainer, with a median of $1,200 a month. Published ranges run from a few hundred dollars to tens of thousands, and your advertising budget is usually a separate bill on top.
This guide explains the six pricing models and what published data says about each, what is usually included, how to compare quotes, and when an agency is not worth it yet. The focus is the US, with UK notes where we could verify anything.
What you actually pay for
A quote usually hides three separate costs. Mixing them up is why two quotes can look wildly different.
The agency fee
This pays for people's time: strategy, set-up, management, optimisation and reporting. The pricing models below are about this line.
Ad spend
The money paid to Google, Meta or another platform for clicks and impressions. It goes to the platform, and you usually set it. Our guides to Google Ads cost and Meta ads cost cover that side.
Everything else
Creative production, software, landing pages and set-up fees. Some agencies bundle these and some bill them separately.
The six pricing models
Most agencies use more than one. The chart shows how 135 marketing and SEO agencies priced their work in SE Ranking's 2023 survey. The authors say the sample is too small to be statistically significant, so read it as a snapshot.
| Model | How it works | What published data shows | Watch for |
|---|---|---|---|
| Monthly retainer | Fixed monthly fee for an agreed scope | 32.6% of agencies retainer only; median $1,200 a month (SE Ranking, 2023) | Vague scope; paying for hours you do not use |
| Subscription | A retainer sold as a defined package | No published share found | What is in the package, and the notice period |
| Project | One fixed price for a finished job | 11.9% project only (SE Ranking). Clutch lists projects at $10,000 to $49,999 | Poor fit for ongoing ad management |
| Hourly | Rate multiplied by hours worked | 7.4% hourly only (SE Ranking). Average $137.94 an hour, self-reported (Credo, 2019) | Open-ended bills; ask for a cap |
| Percentage of ad spend | Fee is a share of your ad budget | 34% of paid-search agencies; nearly 70% of those charged 10% to 20% (WordStream, 2019) | The agency earns more when you spend more |
| Performance-based | Paid per lead, sale or result | 6% used it alongside other models (SE Ranking) | How a lead or sale is defined and tracked |
Limits: the sources differ in sample, year and country, so they are not directly comparable. Credo is self-reported 2019 data with no stated sample, and Clutch counts marketplace listings. None is a price list for your project.
Monthly retainer and subscription
You pay the same amount each month for an agreed scope. SE Ranking's median was $1,200, rising with agency size: $913 for under five staff, $1,913 for five to ten, $3,050 for larger agencies. It covers marketing and SEO agencies, so it leans towards SEO. Credo's older survey found about half of agencies set a minimum of $2,000 or less.
A subscription is a retainer sold as a packaged service. We are not neutral here: Digital Ad Astra works on subscription. No survey we found says how common it is, so judge any package by what is in it, not by the label.
Project pricing
A fixed price for a defined job, such as a new website. It suits work with an end date, and ad management badly. For websites, see what a website costs a small business.
Hourly rates
Rates vary hugely by who you hire and where. Clutch says most agencies on its marketplace charge $25 to $49 an hour, with an average of $100 to $149 in the US, Canada and Australia. Credo's 2019 survey found $137.94 for agencies, with almost half not billing hourly. The bill can grow without warning.
Percentage of ad spend
WordStream's 2019 data found 34% of paid-search agencies using it, up from 25% in 2018, with about half on a flat fee. The incentive problem is real: the fee rises when you spend more, whether or not results improve. Ask who decides when to raise the budget.
Performance-based pricing
You pay for leads or sales. It sounds fair, yet only 6% of agencies in SE Ranking's survey used it alongside other models. The risk is the definition: a "lead" can be any form fill. Agree what counts in writing.
What is usually included, and what is not
This varies by agency, so use the lists as a checklist for your own quote.
Often included in the fee
- Strategy and campaign set-up
- Building and managing the campaigns
- Ongoing testing and optimisation
- Regular reporting and a review call
Often charged separately
- Ad spend, paid to the platform
- Creative: photos, video and design
- Software and tool costs
- Website or landing page builds
- One-off set-up fees
Creative is the line people forget. If the quote does not say who produces it, ask.
How the fee relates to ad spend
The two are separate bills but linked in practice: a flat fee that looks modest against a $10,000 budget is larger than the budget itself at $1,000. The table is illustrative arithmetic. The $1,500 flat fee and the 15% rate are placeholders, 15% sitting inside WordStream's 10% to 20% band.
| Monthly ad spend | $1,500 fee as % of spend | Total, flat fee | 15% fee | Total, 15% fee |
|---|---|---|---|---|
| $1,000 | 150% | $2,500 | $150 | $1,150 |
| $2,000 | 75% | $3,500 | $300 | $2,300 |
| $5,000 | 30% | $6,500 | $750 | $5,750 |
| $10,000 | 15% | $11,500 | $1,500 | $11,500 |
Limits: illustrative only. Real quotes add minimums, set-up fees and creative costs. A percentage of a small budget rarely covers an agency's time, so quotes often carry a minimum fee.
Look at the total. If the fee is a large multiple of your ad spend, most of your money is going on management, not on reaching customers. For what ad spend tends to buy, see our cost per lead benchmarks.
At scale the balance flips. In our own account of one client, the Croatian villa company Crovillas, we ran about EUR 35k a month of ad spend over 16 months. That was the client's media budget, separate from any fee. See the Crovillas case study.
Marketing agency cost in the UK
We could not find an audited UK benchmark, and Clutch lists the UK hourly cost as unknown. The closest is an editorial estimate from the UK site Whito: £1,250 to £3,500 a month for single-channel retainers and £3,500 to £16,750 for full service, excluding VAT. It does not disclose a sample size, so use it as a rough frame only.
The advice for UK buyers matches the US: itemised quotes, ask whether VAT is included, and keep ad spend as a separate line.
Agency fee vs return calculator
This sets the full monthly cost, fee plus ad spend, against the customers it could produce. Change every value to your own.
Agency fee vs return
Illustrative arithmetic, not a forecast or a quote. Every starting value is a placeholder: $3,000 ad spend, a $1,500 fee, $50 per lead, a 20% close rate, $600 per customer. Revenue is not profit, so subtract your own costs.
If cost per customer exceeds what a customer is worth, the fee is rarely the only cause. Check lead quality and reply speed. Our guides to getting more customers and booking enquiries automatically cover that.
How to compare quotes and what to ask
- Ask for scope in writingWhat exactly is delivered each month: campaigns managed, reports, calls, creative, changes.
- Split the quote into three linesAgency fee, ad spend and everything else. If a quote will not separate them, it is hard to compare.
- Convert each quote to a full monthly costAdd fee, ad spend, creative, tools and any VAT.
- Check the term and the exitNote the minimum term, the notice period and what happens to your data if you leave. General guidance, not legal advice.
- Confirm you own your accountsAd accounts, tracking, website and domain should be in your name, with the agency given access.
- Agree what success isAsk what results they expect and when. Pick the measure up front: booked customers, not clicks, and ask to see a similar client.
Good signs
- A plain explanation of the plan
- Realistic estimates and timeframes
- Reporting on booked customers
- You keep ownership
Red flags
- Guaranteed results or rankings
- Secrecy about what they will do
- Vanity metrics only
- They hold the accounts, not you
- Pressure to sign today
Google is blunt on guarantees: no one can guarantee a number one ranking, and if an agency promises one, find someone else. It also warns against firms that email you out of the blue or will not explain what they intend to do.
When an agency is not worth it yet
An agency multiplies what already works. It is probably too early if any of these apply.
You cannot yet afford the ad spend
If the fee is bigger than the ad budget, most of your money pays for management. Start small, or hire a freelancer for a project, until the numbers justify more.
You do not know what a customer is worth
Without that figure you cannot judge a cost per customer. Work it out first, then use the calculator above.
Your website or enquiry handling leaks
If visitors cannot find a price or a booking button, or nobody replies for hours, more traffic wastes money. Fix that first. Our website cost guide covers the site side.
Frequently asked questions
How much does a marketing agency cost per month?
There is no single price. In a 2023 SE Ranking survey of 135 marketing and SEO agencies, the median monthly retainer was $1,200, rising from $913 at agencies with under five staff to $3,050 at agencies with more than ten. Other published ranges mix different services and countries. Your ad budget is a separate cost on top.
Is the agency fee included in my ad spend?
No. Ad spend is paid to platforms such as Google and Meta for clicks and impressions. The agency fee pays for the people who plan, build, manage and report on the campaigns. Some agencies calculate their fee as a percentage of ad spend, but the two are still separate costs. Ask for them as separate lines on the quote.
What percentage of ad spend do agencies charge?
In WordStream's 2019 State of the Agency report, 34% of paid-search agencies charged a percentage of ad spend. Of those, nearly 70% charged 10% to 20%, 6% charged under 10% and 14% charged over 20%. The report is several years old, so treat it as a guide to how the model works, not a current rate card.
Is a retainer or a one-off project better for a small business?
A project suits a defined job with an end, such as a website build. A retainer or subscription suits ongoing work that needs weekly attention, such as managing ads. Buying a project to fix something that needs continuous management usually means results fade once it ends.
How long should I commit to a marketing agency?
We found no published standard, so this is general guidance, not legal advice. Paid campaigns need a testing period, so a very short trial can mislead, but a long lock-in with no exit is a risk. Read the notice period, and what happens to your accounts and data if you leave, before you sign.
